• Stormwater SDC <br /> How should we calculate the stormwater SDC charges for these projects or will they be exempt <br /> since they are not part of a bulding or parking lot development? <br /> The stormwater SDC applies to any net increase in impervious surface area that discharges to <br /> a public stormwater system. The fact that the proposed improvement is not part of a building <br /> or parking lot development per se is not reflected in the SDC methodology as being a reason <br /> to exempt the resultant impact to the public infrastructure from being charged a stormwater <br /> SDC. The current rate for calculation of stormwater SDC $0.148 /square foot of impervious <br /> surface area being discharged to a public stormwater system. <br /> In the case where the stormwater run -off from a proposed new impervious surface area will be <br /> mitigated on -site and not connect to a public stormwater system, an approved Stormwater <br /> Retention System application (see general stormwater response for the Sheldon and North <br /> Eugene sites) will result in no assessment of a stormwater SDC. <br /> The information provided by WBGS regarding the "synthetic" fields indicates that while some <br /> or most of the stormwater that will come in contact with the playing fields will drain through the <br /> fabric and fill, WBGS will design a private storm line to collect any water that does not <br /> percolate. This storm line will need to discharge to an approved stormwater destination point <br /> such as an existing on -site piped system or to an approved on -site stormwater retention <br /> system. As noted in our meeting, WBGS and District 4J will need to submit information <br /> specific to the synthetic fabric and its technical specifications from the manufacturer regarding <br /> the extent of its permeable nature and rate of percolation. Staff will review this documentation <br /> when submitted and make a determination as to whether the synthetic material meets our <br /> expectation of a permeable surface exempt from SDC or if the area of the playing field needs <br /> to be evaluated for an equivalent impervious area. An equivalent impervious area is <br /> determined in those cases where impacts to the public stormwater system not attributable to <br /> impervious area may have SDCs calculated by evaluating at an "equivalent" or lower value of <br /> impact. <br /> • Parks SDC <br /> Per the current SDC methodology, no Parks SDCs are assessed for non - residential <br /> development such as proposed by District 4J. <br /> • Wastewater SDC <br /> What are the calculation requirements for new permanent plumbing fixtures for the MWMC <br /> portion of the SDC charges? <br /> For the type of impact described, the possible addition of permanent restroom facilities, the <br /> regional wastewater (MWMC) SDC is based upon on the net increase in number of Flow <br /> Estimation Units (FEUs) created by the development. The FEUs are determined by calculating <br /> the total area of the new restroom facility (per 1000 sq.ft.) and multiplying by a factor of <br /> $302.64 for schools of this type. For example, a restroom with a bldg foundation area of 1000 <br /> sq.ft. will result in a regional wastewater SDC of $302.64. <br />
