Storm Water <br /> For the proposed development at North Eugene High School please clarify the existence, <br /> location, and size of the existing storm drain system in Escalante, north of Silver Lane, and <br /> provide clarification if there is capacity in this system to add a connection from the new fields. <br /> A piped storm system, for which no as- constructed information is available, does exist within <br /> the Escalante Street right -of -way. The city of Eugene has maintenance jurisdiction over this <br /> particular stormwater segment. This piped system ultimately discharges into a drainage ditch <br /> along the south side of Beltline Road. For more information please contact Therese Walch, <br /> Water Resource Team Manager, at 682 -6839. <br /> We will provide information concerning capacity at our earliest opportunity next week. <br /> Are the methods outlined in the WBGS documentation for the other sites acceptable methods of <br /> treating storm water at each site? <br /> Kennedy / Churchill and South Eugene sites: Assuming the "existing storm drainage systems" <br /> at these sites discharge into the adjacent existing public storm systems, then connecting into <br /> the private on -site storm systems (in compliance with the Uniform Plumbing Code) will be an <br /> approved method of stormwater discharge. The public storm system in this area ultimately <br /> discharges into the Amazon Channel and is sized adequately to incorporate the proposed <br /> increase in stormwater run -off. <br /> Sheldon and North Eugene sites: The proposal to discharge stormwater run -off into new dry <br /> wells will require completed Stormwater Retention System (SRS) applications to be submitted <br /> in conjunction with the submittal of building permits for these sites. The SRS application is <br /> required to be completed by a design professional with experience in stormwater retention <br /> design and is intended to help both the developer and City staff determine early in the <br /> design /permit review process if a specific site is conducive to a stormwater retention design <br /> that will neither impact the public infrastructure or adjacent private property. For more <br /> information please contact PWE staff located at the City's Permit Center, 682 - 8400. <br /> Systems Development Charges <br /> Systems Development Charges and how they apply to this project need to be clarified. <br /> • Transportation SDC <br /> We propose that the Transportation SDC charge be $0.00 for these projects. Is this acceptable? <br /> The assertion by WBGS and District 4J is that no analysis or study of impact is needed because <br /> 1) this is a relocation of the activities at Autzen Stadium on Friday evenings during football <br /> season; 2) there are no plans to add capacity to parking at any of the sites; and 3) all field seating <br /> capacities are less than current gymnasium seating and the schools would avoid simultaneous <br /> scheduling of events at both facilities, therefore the transportation SDC charge should be $0.00 <br /> for both options. <br />
