LANKSTON Jeff
From: RHAY Tim W
Sent: Wednesday, October 25, 2000 4:31 PM
To: LANKSTON Jeff
Cc: RINER Andrea G
Subject: FW: "Web Cams" (Again)
See Below - FYI: It looks like a viable idea.
As to "readily available" phone lines, that comment was in the context of a comparison to the Spencer Butte
site, where it was not available. How close a point of service is to the camera site remains a question, but
phone lines can be no further away than the school /fire station, etc.
PS: Captain Hansen is off until November.
-Tim R
Original Message
From: BLANCHARD Bob C
Sent: Wednesday, October 25, 2000 2:53 PM
To: RHAY Tim W
Cc: MCLAUGHLIN Jim T
Subject: RE: "Web Cams" (Again)
Tim: the key to making a webcam work is the availability of both power and phone lines. Absence of a phone line was the
major roadblock to my attempts to put together a proposal for Spencer Butte Park. So the fact that phones are available to
the two sites you mention will allow us to set up webcams fairly easily.
In my research this summer I was getting costs for the whole setup (camera, housing, VCR with extended recording
capacity, cabling, interfaces to VCR and /or PC) ranging anywhere from $2,000 to $7,000 depending on features (motion -
detecting, pan and tilt, length of recording capacity, zoom and other camera features, etc.). We'd also need an older PC to
act as the interface to our web server. It's very doable, and I'd love to spearhead the project.
I'll get back in contact with the vendors I checked with before, get more specific numbers for each of these two sites, and
let you know.
-Bob
Original Message
From: RHAY Tim W
Sent: Wednesday, October 25, 2000 2:10 PM
To: BLANCHARD Bob C
Cc: MCLAUGHLIN Jim T
Subject: "Web Cams" (Again)
Jeff Lankston informs me that he has received "pretty strong direction" from the City Manager to place web cameras at the
two Skate Parks (Cal Young and Churchill). The idea would be to establish a full -time link to the City internet site that one
could "click" to get a "real- time" view of the young people doing their various runs, jumps, and grinds at the facilities. In
addition to positive publicity "on the web", the knowledge of the cameras presence would eliminate the "out of the way" or
"out of sight" feeling when using the skate parks.
Of course, we'd want to position the cameras so that anyone attempting to vandalize (including graffiti) the facility would
also be "live" on "candid camera" so to speak. I assume some way to record these images for 48 - 72 hrs would be a
requirement or, at least, something we'd like to have if at all possible.
Installations would have to be highly vandal resistant, of course. Possibilities include perching them on top of adjacent
light poles or installing a tall "mast" to house the camera. Others?
So, the same questions as we asked for Spencer Butte I am now asking for these two sites. Power and telephone lines
are readily available. Secure storage for a CPU and other switch gear would be available in the nearby restroom at Cal
Young and the restroom or, possibly, the fire station adjacent to the HS grounds at Churchill.
Can this be done? What do we need? What is the estimated cost?
(We do have some funds remaining from YSP construction and the interest of the CMO implies that funding can be
obtained if costs are reasonable.)
Tim Rhay
1
