Mr. Lyle stated that parking lot storm water issues were addressed in the <br /> code. <br /> 4. Review and Permitting <br /> In response to questions from Mr. McGuire, Mr. Lyle stated that drafting <br /> standards for review and permit submissions of public improvements were <br /> established in the City of Eugene publication "Procedures for Privately <br /> Engineered Projects." However, no drafting standards except for requirements <br /> within the UBC have been established for private projects review and approval. <br /> 5. Construction <br /> Mr. Lyle explained that the City plays an active on -site inspection role in <br /> private and public development. He said the current project was unique and <br /> would involve other agencies, but that two City employees would be involved in <br /> all phases of construction inspection. He offered to spend time with respon- <br /> sible persons to identify and develop specific procedures. <br /> Mr. Elder stated that a construction contractor had not yet been chosen. <br /> Mr. Lyle stated that an early submission about the construction of storm water <br /> ponds would be appreciated. He said that some piping was available for the <br /> site, but that it had not been completely evaluated for capacity and that <br /> arrangements could be made for construction of additional capacity involving <br /> Service Development Charge credits. <br /> Mr. Hellesvig stated that information about erosion control during construc- <br /> tion, excavation stockpile issues, urban forest requests, and general informa- <br /> tion about the construction staging area needed to be included in early <br /> submissions. <br /> Mr. Lyle added that volumes of traffic generated during construction also <br /> needed to be identified to enable the company to install temporary traffic <br /> control measures.
