of Parks and Open Space Division expressing discontent in the way staff handled the vegetation issue.
Vegetation Management Program's intent is to protect the safety, health and general welfare of all citizens of Eugene
using obnoxious vegetation and nuisance code violations to achieve this. Program staff strives to provide timely review
of each complaint, as well as fair, equitable and consistent decisions whether or not a vegetation complaint is an
enforceable violation or it's a minor technical violation of the municipal code. The program does not enforce on all tall
grass or weeds over 10 ". Each year during the peak growing season, the program receives additional 60 — 70 vegetation
complaints which are determined to be minor technical violation and not an enforceable violation under our current
Vegetation Management Program. If the program is directed to change and begin to abate all minor technical
violations, such as 4989 Hunter's Glen Drive, this would be a significant programmatic change. There would be
decrease in staff responsiveness to complaints received as well as an increase in staffs workload.
It is staff recommendation not to change the way in which minor technical violations are administered under the City's
Vegetation Management Program and furthermore, recommend sending Mr. Wetzel and Mrs. Roberts - Wetzel a follow
up letter from the Division Manager with findings regarding their vegetation complaint at 4989 Hunter's Glen Drive.
Please let me know if you have questions or concerns regarding our evaluation of the minor technical violation of the
Obnoxious Vegetation and Nuisance Code Enforcement.
