Administrative Order No. 58 -03 -_ <br /> Public Works Department <br /> City of Eugene, Oregon <br /> PROPOSING THE AMENDMENT AND RENAMING OF <br /> THE CITY'S PARK RULES; AND REPEAL OF <br /> ADMINISTRATIVE ORDER NO. 58- 98 -16 -F. <br /> The Executive Director of the Public Works Department of the City of Eugene finds <br /> that: <br /> A. Pursuant to the prior authority of Section 2.812 et se .of the Eugene Code, 1971, <br /> (subsequently repealed) which authorized the City Manager or designee to adopt Park Rules, and <br /> Administrative Order No. 58 -92 -21 delegating authority for adoption of Park Rules to the Director <br /> of the Public Works Department, on June 24, 1994 Administrative Order No. 58 -94 -12 was issued <br /> adopting amended Park rules. Those rules have subsequently been amended, most recently by <br /> Administrative Order No. 58- 98 -16 -F, issued on October 20, 1998. <br /> B. City staff has recommended revisions to the rules, consisting of: <br /> (a) Renaming the rules "Park and Open Space Rules;" adding a definition of <br /> "open space;" and inserting the phrase within applicable provisions of the rules; <br /> (b) Amending Rule 1.003 for consistency with current code provisions and to <br /> address applicability to open space; <br /> (c) Amending Rule 1.007 to more accurately reflect the regulations for <br /> possession or consumption of alcoholic beverages; <br /> (d) Adding a prohibition with respect to use of an area that is not open for public <br /> use to Rule 1.010; <br /> (e) Amending Rule 1.020 and Rule 1.025 to clarify their provisions; <br /> (f) Amending Rule 1.050 to prohibit unattended and unsupervised pets, and to <br /> amend the off -leash provisions; <br /> (g) Adding additional prohibitions to Rule 1.070 regarding vandalism and litter; <br /> (h) Amending the hearing and appeal procedure in Rule 1.074; and <br /> Administrative Order - 1 <br /> C: \WINDOWS \TEMP \03 prkrul1 ao.wpd(05 /02/03) <br />
