ADMINISTRATIVE ORDER NO. 58-13-07 <br /> Public Works Department <br /> City of Eugene, Oregon <br /> PROPOSING RULES FOR GOLDEN GARDENS PARK <br /> IN -WATER DOG TRAINING PERMITS. <br /> The Executive Director of the Public Works Department of the City of Eugene fmds <br /> that: <br /> A. Section 2.019 of the Eugene Code, 1971 authorizes the City Manager to adopt <br /> rules for administration of provisions of the Eugene Code. Pursuant to the authority of <br /> Administrative Order No. 21 -03 -12 issued by the City Manager, the Executive Director of the <br /> Public Works Department is authorized to regulate City parks, protect park visitors and the park <br /> environment, and adopt rules regarding the use of parks. <br /> B. Historically, the City, through an informal permitting process, has authorized dog <br /> clubs to conduct in -water training activities at Golden Gardens Park. In response to problems <br /> that occurred during the 2012 dog training season, a more formal, robust permitting process is <br /> needed to authorize the in -water dog training activities at Golden Gardens Park. Additionally, <br /> clearly delineated terms of and conditions of the in -water dog training permits are needed to <br /> regulate the in -water dog training activities at Golden Gardens Park. <br /> C. City staff has recommended the adoption of rules to govem the City's issuance of <br /> in -water dog training permits for Golden Gardens Park and to set forth the terms and conditions <br /> of those permits. <br /> D. The proposed rules are necessary in order to maintain park standards that will <br /> allow for public safety and enjoyment of Golden Gardens Park and to protect the health and <br /> safety of the dogs doing in -water dog training at Golden Gardens Park. <br /> E. I have reviewed and concur with the recommendations of staff. Based upon the <br /> above findings, and pursuant to the authority of Section 2.019 of the Eugene Code, 1971, and <br /> Administrative Order No. 21- 03 -12, I propose to adopt the following rules: <br /> Golden Gardens Park In -Water Dog Training Permit Rules <br /> 1. Golden Gardens Park In -Water Dog Training <br /> A. Permit. Unless specifically authorized by the City pursuant to a written agreement, <br /> license, permit or other Administrative Rule, no person may use Golden Gardens Park <br /> for in -water dog training without first obtaining an In -Water Dog Training Permit. <br /> Administrative Order - Page 1 of 4 <br />
