L. <br /> I was contacted by SOY - Hutchinson, a member of the University of Oregon <br /> Track Club, regarding a proposal to light the adidas jogging trail in Amazon <br /> Park. He has a lot of energy to make this project happen: claims to have <br /> names of 620 people supporting the project; also does a lot of name dropping <br /> (Bill Dellinger, Mary Slaney, Wade Bell, ETC) of prominent people wanting to <br /> see the project happen; understand that he also talked to the City Council <br /> during the public forum several months ago about the project. His issue is <br /> that staff is not cooperating enough on the project and is requesting that <br /> John Etter be assigned to do the design work on the project. He wants the <br /> design work right away so that they know the exact location of all the lights <br /> and necessary components. This way he can begin fund raising for the project <br /> and assure people that it will be installed this summer. His claim is that <br /> there will be no cost to the city other than some staff time. He cannot <br /> understand why we are not placing more priority on the project with this type <br /> of offer. I spent considerable time discussing with him the other proposed <br /> features for this park such as enhancement to the wetlands, additional sports <br /> fields, sports fields lighting, restrooms, etc. I explained that we were <br /> about to begin development of an Amazon Park Plan and that the lighting of the <br /> trail would have to be consideration as part of this planning process. I <br /> highly suspect that Sharon Teague and her group will oppose the lighting in <br /> this area as being a negative impact to the habitat. <br /> John has already provided Mr. Hutchinson with lighting schematics. I am not <br /> comfortable assigning John detailed design work at this time given his work <br /> load and that through the master plan process it may be determined not to <br /> install the lights at all. <br /> • <br /> I am sending you this information as he seems to be extremely impatient and I <br /> suspect he will try to contact one of you or City Councilors in order to have <br /> staff place a higher priority on this project and begin working on it <br /> immediately. <br />
