LTD's initiative to build their own restroom in the fall of 1996. <br /> c. 1991 - LTD expressed interest in constructing the parking area entirely with their funding on <br /> the premise that it would encourage more bus ridership and relieve downtown parking <br /> congestion. A letter was written (by Etter) to an official in the Oregon Department of <br /> Transportation on 1/21/93 stating (among other things) that this parking area had always been <br /> considered needed for park users, and that no other facility had ever been planned for this <br /> location. <br /> March 29, 1994 - Another Amazon Park planning process began, prompted by citizen proposals <br /> for various improvements and park management practices. The meeting was announced by press <br /> release, Register -Guard display ad, and a mailing to immediate neighbors of the park. The issues <br /> of an off -leash dog run, lighting the jogging trail, preserving natural aspects of the park, and <br /> developing athletic fields were the main focus of 61 people in attendance. <br /> A couple neighbors from the west edge of the park (Ferry Street) complained about not having <br /> had the opportunity to have commented on the transit facility. Several people, not necessarily <br /> park neighbors, were opposed to the proposed parking area, as well as other improvements that <br /> would take away from the natural aspect of the park. Other people who drive to the park to use <br /> the jogging trail, off -leash area, etc., expressed support for the parking, as well as the concept of <br /> the park - and -ride. Staff explained that the parking proposal had already been approved in <br /> transportation planning and budget hearings; the exact design had not been approved. <br /> June 7, 1994 - Staff presented a revised plan, based on input received during and following the <br /> first public meeting. The response from about 40 in attendance was very favorable. The issue <br /> receiving the most attention was the impact by various recreational activities on the natural <br /> resource values of the park. Oral comments continued to be presented both for and against <br /> various proposals on the revised plan, including the park -and -ride. Two major downtown <br /> employers who are encouraging other modes to alleviate downtown parking problems wrote in <br /> support of it; some individuals continued to write in opposition to it, despite its being included in <br /> the adopted TransPlan. <br /> September 14, 1994 - The plan was administratively adopted, following the public comment <br /> period. Staff judged that no new information had been presented, and could therefore adopt the <br /> plan. <br /> c. September 1996 - LTD proceeded to develop a small restroom on the leased property for use <br /> by their drivers only. <br /> We hope the above has been helpful.
