AUTHORITY, PURPOSE, OBJECTIVE, AND MANAGEMENT GOAL <br /> • <br /> A. The authority for the Service to enter into this voluntary Conservation Agreement <br /> derives from the Endangered Species Act of 1973, as amended; the Fish and Wildlife <br /> Act of 1956, as amended; and the Fish and Wildlife Coordination Act, as amended. <br /> B. The purpose of this agreement is to formally document the intent of the cooperators to <br /> protect and conserve ONHP's List 1 species and their habitat at Amazon Park, <br /> Eugene, Oregon. <br /> C. The objective of this agreement is to provide a means for protection and conservation <br /> of ONHP's List 1 species and their habitat at Amazon Park. <br /> D. The management goal of this agreement is to stabilize or increase the population, <br /> suitable habitat and actual range of Bradshaw's lomatium and other species found <br /> which are included on the ONHP List 1 of rare native species. A decline of 35 <br /> percent or more than in any one year from the most recent survey for any <br /> subpopulations will initiate a review of population status and determine whether there <br /> is a need for management action. Declines less than 35 percent may be attributable to <br /> natural variation or variation in surveying, and should be monitored closely. <br /> 97 -00401 <br />
