It would be worthwhile for someone to go through the text <br /> systematically and check to make sure that the citations and bibliography match. <br /> My main concern regarding the implications of measure 47 are over not being able to survey areas within <br /> the agreement that are potential habitat. This would be especially true for areas that are subject to spring <br /> and early summer mowing, where as yet unidentified populations might continue to be subject to an <br /> inappropriate mowing regime. One way to deal with this would be to add a clause that says that areas of <br /> potential habitat that are unsurveyed will be managed as if Lomatium were present until the resources are <br /> available to conduct appropriate surveys. You will note on that at the beginning of <br /> the agreements sections a disclaimer sentence exists which <br /> basically states each of the parties will do these things if <br /> funds are available. <br /> I would request each person who receives this document to look <br /> it over and E -MAIL their comments back to me prior to January <br /> 1, 1997.
