Page 2 of 3 <br /> second "Y" in the trail on the east side of the path near a small grove of ash. This site is outside of <br /> both the HCA and wetlands. The City (Johnny Medlin and Tim Rhay) agreed to consider <br /> additional enhancement work to dress up that site to be more attractive for bench relocation. Long <br /> term, this alternative site has a problem in that the whole leg of the trail along the east side of the <br /> ash forest and the "Y" junction where it would be relocated are scheduled to be removed in the <br /> master plan (10 years or more). This would necessitate a second moving of the bench at some <br /> future date. Additional sites further south along the trail were deemed unacceptable because of <br /> traffic noise and footpath proximity to the bus transfer station, park and ride lot and Amazon <br /> Parkway. Tim also indicated he would suggest to the family moving the bench to the memorial <br /> "trees park" at Alton Baker Park. It was also initially proposed to move the bench approx. 10 ft. to <br /> the east from its present location just outside the HCA. However, this would still require filling in <br /> the same type of potential jurisdictional wetland as the present site and destroying camas and <br /> other natives. It seemed questionable to move the bench such a short distance and disturb /fill more <br /> wetland and natives plants. I don't recall any time limit set by when this contact will be <br /> completed. <br /> 2) Laura Todd will work on developing an up to date map of the HCA that shows specific <br /> boundaries. This map will also be digitalized. This will then be approved by all parties to the <br /> agreement and attached as the official map for all management decisions. It was agreed that the <br /> present map attached to the HCA is vague and inadequate. However, it was noted that the city does <br /> have a copy of the 1995 Amazon Population Survey of LOMBRA report and maps which do clearly <br /> delineate the HCA and definitely shows it includes the present bench area. Time line for <br /> completion? <br /> 3) City has agreed to perform work on the storm sewer drain located in the center of the northern <br /> LOMBRA site (north of Amazon Parkway). This drain will be raised in height (3" to start, with <br /> the option of going higher in 1" increments) to allow greater flooding of the wetland but without <br /> flooding the adjacent jogging trail. This work will be accomplished in August after the grass has <br /> been cut to miminmiz damage to LOMBRA. No equipment need be brought on site. Two men with <br /> concrete ring and some mortar for approx. 1.5 hours at site. I will contact the city in July to remind <br /> them. Also will contact Ethen for his input on this. <br /> 4) Johnny Medlin has instructed Tim Rhay to maintain closer contact with NPSO on all, potential <br /> activities anywhere in the proximity of the HCA in Amazon Park. They appear to be sensitized at <br /> this time to the importance of maintaining the HCA integrity as well as protection of HCA <br /> HABITAT in addition to individual plants. <br /> 5) The newly excavated wetlands adjacent to the HCA (as well as across the Amazon creek) were <br /> discussed. The City admitted to lack of progress in terms of continuing introduction of native <br /> wetland plants as well as eliminating invasive exotics. Said it was because of lack of funds but <br /> that should change. Rather ambiguous answer I thought. We need to press the city further on this <br /> one...continue to push for much more active work on suitable plant introductions. Tim did <br /> indicate he was open for suggestions regarding management of these areas and suitable plant <br /> introductions. We should follow through on this one. One good suggestion was to have Ed Alverson <br /> work with both City Parks and NPSO on enhancing these wetlands. He has much expertise in this <br /> area and is already a city employee as well as working for the Nature Conservancy as their <br /> Willamette Valley ecologist. Discuss at board meeting? <br />
