Once he <br /> purchased the lot, he moved one of the houses sold by the University onto the vacant lot. <br /> He was then refused a permit for the house to be set down (a foundation built, etc.) <br /> because there was no "legal access" to the lot. (The lot abuts a parking lot - in reality <br /> there is access - we've been using it as access for 24 years - this is where the issue of <br /> "common sense" comes in.) To gain "legal access," a formal alley has to be developed <br /> (along the edge of the existing parking lot). <br /> 1 <br />
