if not, we would be faced with one of the other alternatives. In the best case, I would
expect it will be a matter of months before Mr. Berg can advance his project.
In short, considerable work is going on with this project even though results on the
ground may take a while yet. Please advise if additional information is necessary at this
time.
Kurt
Original Message
From: Bonny Bettman [mailto: bonny .s.bettman @ci.eugene.or.us]
Sent: Saturday, February 12, 2005 9:45 PM
To: 'Eugene PSO'; 'TAYLOR Dennis M'
Subject: FW: Neighborhood Structure a Hazard
Importance: High
What is the deal here? We both voted for you because we
strongly feel that your values for what this city needs are very
similar to our own.
My husband & I own a house at 1560 Jefferson Street. It is a 1920's
craftsman style bungalow. This is our first home & we take great pride
in home ownership. Since we purchased it in October 2003 we have done
many things to increase the value of our home, therefore increasing the
value of our neighborhood. When we moved into our house we were fully
aware there stood a boarded up, practically dilapidated house directly
west (behind) of ours at 1565 Jefferson Alley. Before we made an offer
on our house we went to the city seeking information on this
"condemned" house. The city informed us that the owner, Mr. Anson Berg,
owns the property and the house on it. The city explained that he
placed the house there illegally after he had won it from a U of 0
auction. The lot has no street access. There is a small parking area
between the lot & the park, but the city considers it to be just that,
and not to be used as a through street. So therefore it was illegal for \ ,
him to drop the house on the lot since the lot has no street access. Mr v _ J
Berg either knew this and chose to ignore it or failed to do his
homework upon purchase of the lot. The house was dropped there in 2002.
It is up on blocks and has boarded up windows. Mr. Berg is unable to
start renovation of the house until he can gain street access. The city
explained that there have been several complaints and if Mr. Berg fails
to move the house by a certain date he will be fined daily until he \
moves the house. The city also explained that the secondary reason he
cannot legally place the house is because the sewer line to our house \
runs directly underneath his property. According to the city Mr. Berg
could do one of two things: he could ask us to reroute our sewer line
to connect to the newer line residing at the curb on the front side of
our house, OR he can create an easement between his property and our
neighbors property on the north side and reroute our sewer there so we
have access if need be. The city recognized that the house barely . (4 J1
fits (if at all) on the tiny lot, and if he were to create an easement, C/ 1
he would no longer be able to fit the house on the lot at all. My /
husband & I are very much against rerouting our sewer line to connect
at the front side curb since it would be extremely disruptive (if
2 `i
