Councilor Pape said that WISTEC was a separate issue from the expansion decision. He stressed that <br /> WISTEC needed to do its own fund - raising in the community. He supported Option 1. <br /> Councilor Farr commented that his children used the WISTEC facility but acknowledged that the University of <br /> Oregon had made a fair offer to the organization. He supported Option 1. <br /> Mayor Torrey complimented the University of Oregon's actions in the process. He stressed that WISTEC <br /> needed to do its own fund - raising in the community. He opined that the community would come forth in <br /> support of keeping the facility open. He added that the University had made a fair offer to WISTEC. He said <br /> that he would support Option 1 in the event of a tie vote. <br /> Councilor Taylor, seconded by Councilor Kelly, moved to accept Transit Station <br /> Location Option 1 as the preferred location for the transit station site. <br /> Councilor Bettman, seconded by Councilor Rayor, moved to amend the motion by <br /> adding the following conditions: <br /> 1. That the City retain all authority (control, rate setting, payment collection, <br /> etc.), over parking on city property, to include the asphalt parking lot near <br /> WISTEC and on Leo Harris Parkway. <br /> 2. That the University provided $260,000 to WISTEC over the next seven years <br /> (2001- 2007), to compensate the nonprofit for loss of revenue. <br /> 3.If within the next 30 days the University of Oregon does not agree to the <br /> compensation amount in number 2 above, then the transit site location <br /> defaults to options 2, 3, or 4 (the University's choice). <br /> 4.
