B.WORK SESSION AND POSSIBLE ACTION: An Ordinance Concerning Parking <br /> Requirements And Amending Sections 9.015, 9.585, And 9.586 of The Eugene Code, <br /> 1971 <br /> Mayor Torrey called for comments from each councilor. <br /> Councilor Bettman was in favor of the parking lot expansion. She said that the University and its <br /> Athletic Program were valuable assets to the community but not the only assets. She stated her <br /> goals for the process were: <br /> 1. To make sure the University of Oregon got the code exemption <br /> 2. To make sure Eugene controlled its own property and controlled any revenue it generated <br /> 3. To help WISTEC become self - supporting <br /> 4. To restore and preserve riverfront park areas <br /> Councilor Bettman said that the issue was not just about WISTEC and was much more complicated. <br /> Councilor Rayor said that he supported Option 1 as the University's best option for a transit station. He also <br /> supported the financial offer from the University to WISTEC as a reasonable offer. He stressed the <br /> importance of restoring the gassy parking areas near WISTEC to parklands. He also wanted the City to gain <br /> control of Leo Harris Parkway with the use of any revenue that it brought. <br /> Councilor Meisner said that the University had done a commendable job of coming up with a proposal that <br /> followed the City's growth management policies. He said that he supported Option 1 and stressed that <br /> WISTEC could not maintain the status quo for funding anyway. He commented that the University's offer to <br /> WISTEC was a reasonable one. He stressed the importance of WISTEC doing fund- raising to support its <br /> operations. <br /> Councilor Taylor stressed the importance of protecting WISTEC. She concurred with the goals articulated by <br /> Councilor Bettman. <br /> Councilor Nathanson supported Option 1. She commented that, in the past, the City had been lax in its <br /> intergovernmental agreements and lax in management of parkland and City owned property. She said that the <br /> City would be doing a bcttcr job in thc future. Shc strcsscd that thc issuc was and is a transportation <br /> decision. <br /> Councilor Kelly said that he supported the expansion of Autzen Stadium but was in favor of any option that <br /> worked the best. He stated his goals as: <br /> 1. Protection of the parklands <br /> 2. Restoration of lots 8 and 9 and the future park <br /> 3. Any transit station option that worked <br /> 4.
