He said that the Chamber of Commerce had <br /> orchestrated a "smear" campaign against the council because of its vote on the parkway. He said <br /> that he would vote for the incumbent councilors because they had voted for the public interest. <br /> Karl Sorg, 1555 West 18 Avenue, said that he had attended a meeting of the Charter Review <br /> Committee and was astonished at what he called an incorrect interpretation of the intent of the <br /> scope of the examination of the City Charter. He said that his impression was that there would be <br /> examination of the potential of in -house legal council instead of having an attorney that <br /> represented corporations in town. He raised concern over a conflict of interest and called for the <br /> entire charter to be reviewed. <br /> David Hinkley, 1350 Lawrence Street, commended the council decision not to continue the West <br /> Eugene Parkway. He commented that there was no way to fund the project and that sending the <br /> issue to the voters would have been a waste of public time and money since there was no money <br /> to pay for the project anyway. <br /> Charles Biggs, 2405 Willakenzie Road, spoke against the proposed code exemptions for the <br /> Autzen Stadium project. He said that granting the code exemption before the State Emergency <br /> Board had received an updated financial report (due by the end of January and since Phil Knight's <br /> withdrawal of funding was putting the "cart before the horse." <br /> Bill Moos, 2834 River Walk Loop, spoke in favor of the proposed Autzen Stadium code <br /> exemptions for the expansion of Autzen Stadium.
