MINUTES <br /> Eugene City Council <br /> Regular Meeting <br /> Council Chamber —City Hall <br /> January 22, 2001 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Betty Taylor, Scott Meisner, Pat Farr, Bonny Bettman, Gary Rayor, <br /> David Kelly, Nancy Nathanson, Gary Pape (after 8:45 p.m.). <br /> Mayor James D. Torrey called the meeting of the Eugene City Council to order. <br /> I.PUBLIC FORUM <br /> Mayor Torrey called attention to the fact that there were too many speakers signed up for the <br /> forum to remain within the 30- minute time limit. He called for input from councilors on how they <br /> wanted to proceed. <br /> Councilor Taylor moved to extend the time of the public forum to allow every <br /> speaker three minutes. The motion died for lack of a second. <br /> Councilor Kelly, seconded by Councilor Farr, moved to allow each speaker <br /> two minutes and to extend the public forum for another 15 minutes. <br /> Councilor Nathanson apologized to those people who signed up to speak that the council could <br /> not hear all of their comments. <br /> Councilor Nathanson offered a friendly amendment to the motion, which was <br /> accepted, to change the time allowed for each speaker to 1 - minutes. <br /> The main motion passed unanimously. <br /> John Brown, 1260 Charnelton Street, spoke to the council regarding cleaning garbage from the <br /> river banks that was left by illegal campers. He asked the council to communicate with the City of <br /> Springfield over jurisdictional issues in Glenwood and also suggested this program be funded from <br /> stormwater funds rather than the general fund. <br /> Terry Connolly, Eugene Chamber of Commerce, restated the chamber's support for the AgriPac <br /> site for the new federal courthouse. He said that the site supported the downtown visioning effort <br /> and stressed that it was important for the re- vitalization of that region of Eugene. <br /> Meg Trendier, 735 West 23r Avenue, spoke on behalf of WISTEC.
