1. A minimum of 150 permanent bicycle parking spaces are <br /> required to be provided to accommodate employees of the Autzen Stadium <br /> complex, athletes using the complex, and visitors to the complex. Twenty - <br /> five percent (25 %) of those spaces shall be sheltered from precipitation. The <br /> permanent bicycle parking spaces shall be provided in a well - lighted, secure <br /> location within a convenient distance of a primary employee entrance to <br /> either Autzen Stadium, the Casanova Center, or the Moshofsky Center. A <br /> secure location is defined as one in which the bicycle parking is clearly <br /> visible from employee work areas, or in which the bicycle parking is <br /> provided within a lockable room, a lockable bicycle enclosure, or a bicycle <br /> locker. Bicycle parking provided in outdoor locations shall not be farther <br /> than the closest employee auto parking space (except disabled parking). <br /> 2. Secured temporary bicycle parking that will accommodate a <br /> minimum of 550 temporary bicycle parking spaces is required for each major <br /> event occurring within Autzen Stadium to accommodate major stadium event <br /> patrons. Temporary bicycle parking shall be provided in temporary attended <br /> areas as described in the approved Autzen Stadium transportation demand <br /> management plan. <br /> If the above referenced intergovernmental agreement is not in effect, then the parking <br /> requirements applicable to stadiums, generally, in section 9.586(c)7.a. shall apply. <br /> (j) The following uses are exempted from these requirements: <br /> 1. Seasonal uses, such as fireworks stands and Christmas tree <br /> sales; <br /> 2. Drive -in theaters; <br /> 3. Storage facilities for household consumer goods; <br /> 4. All uses except automobile parking structures in the Bicycle <br /> Parking Exempt Area. (See Figure 3C for configuration of Bicycle Parking <br /> Exempt Area.) <br /> Section 3. The first paragraph of Section 9.586 is amended, and a new subparagraph (h) is <br /> added thereto, to provide: <br /> 9.586 Parking Spaces Required. Except as provided in subsection 9.586(h), and unless <br /> specifically prescribed otherwise elsewhere in this code, the number of off - street <br /> parking spaces required shall be no less than as set forth in the following: <br /> (h) So long as a city - approved intergovernmental agreement incorporating <br /> a transportation demand management plan for Autzen Stadium complex is in effect, <br /> automobile parking space requirements for that complex require a minimum of 4,749 <br /> vehicle parking spaces to be provided on the Autzen Stadium complex site or within <br /> 1000' of that site. All required parking shall be owned by the state of Oregon, except <br /> through a city approved agreement that binds the parking area to the Autzen Stadium <br /> complex.
