ORDINANCE NO. 20220 <br /> AN ORDINANCE CONCERNING PARKING REQUIREMENTS; <br /> AND AMENDING SECTIONS 9.015, 9.585, AND 9.586 OF THE <br /> EUGENE CODE, 1971. <br /> THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> Section 1. Section 9.015 of the Eugene Code, 1971, is amended by adding the following <br /> definitions in alphabetical order therein: <br /> 9.015 Definitions. As used in this chapter, unless the context requires otherwise, the <br /> following words and phrases mean: <br /> Autzen stadium complex. Autzen stadium, the Casanova Center and the <br /> Moshofsky Center and the property contiguous to those structures owned by the state <br /> of Oregon, which is bounded by Leo Harris Parkway and Centennial Boulevard. <br /> Major stadium event. Any organized event utilizing the facilities of Autzen <br /> Stadium at which 20,000 or more participants are expected to attend. <br /> Transportation demand management plan. A document that describes <br /> demand -based techniques that are designed to change travel behavior in order to <br /> improve performance of transportation facilities, reduce the need for additional road <br /> capacity, and reduce the need for additional motor vehicle parking. Methods include <br /> the use of alternative modes, ride- sharing and vanpool programs, and trip- reduction <br /> ordinances. <br /> Section 2. The first paragraph of Section 9.585 of the Eugene Code, 1971, is amended, the <br /> current subparagraph (i) is relettered to (j), and a new subparagraph (i) is added thereto, to provide: <br /> 9.585 General Bicycle Parking Requirements. Bicycle parking requirements shall apply <br /> to new development, changes of use, and building expansions. Except as provided <br /> in subsection 9.585(i), bicycle parking shall be provided in conjunction with all multiple dwelling <br /> units (3 or more units); all uses in commercial and industrial zoning districts, except as provided in <br /> section 9.585(j); at churches; in all new automobile parking structures; in any zone in conjunction <br /> with institutional uses; and at planned park and ride lots and major transit stops; in the following <br /> manner: <br /> (i) So long as a city - approved intergovernmental agreement incorporating <br /> a transportation demand management plan for Autzen Stadium complex is in effect, <br /> bicycle parking requirements for that complex are specified below: <br /> Ordinance - 1 <br />
