Water Resources Development Act <br />2010 Issues <br />1. Metro Waterways <br />a. Federal Cost Share Agreement (FSCA) <br />L $3.5 million cap (50:50 federal, local cost share) <br />ii. The Corps has already received its maximum allowed, and Eugene and Springfield have met match <br />requirements. <br />iii. Thus far, we have not even completed the Amazon Creek and Cedar Creek study areas. We were <br />supposed to have completed mainstem Willamette also. Corps has spent lots of money with very <br />little to show for it. Little local sponsor confidence that Corps can produce and move project forward <br />in reasonable amount of time. <br />iv. What do Eugene and Springfield want to do? Options might include: <br />1. Amend FCSA and commit to more match for next phase of study <br />2. Do not amend FCSA at this time. Keep moving on Amazon Creek and Cedar Creek. <br />3. Do #2, but also brainstorm with Springfield other options forgetting key projects done (see <br />Section 3, below) <br />2. Upper Willamette River Ecosystem Restoration <br />• This was authorized in 2007, but no one has acted on authorization. <br />• Included a sub - section about Eugene Millrace, and gave it priority <br />• This authorization could be used for mainstem Willamette projects of interest to both cities, including those <br />listed in Section 3, below. <br />3. Other Options for Priority Projects on Willamette River <br />a. What are other priority projects on Willamette? <br />i. Alton Baker Park Canoe Canal <br />1. This is a Priority 1 -2 project in PROS Project and Priority List. <br />2. It is listed in CIP document as unfunded. <br />3. We did a small coping process in 2007 -2008 that suggests it is feasible. <br />4. It is a high priority for me as next major multi- objective restoration project. <br />5. LRCS has submitted "Alton Baker Park Canoe Canal /Willamette Whitewater Park" as a <br />United Front item. This raises issues about confusing the Willamette Whitewater Park with <br />the Canoe Canal project. It also suggests that clearer communication needs to occur <br />between POS and Rec about the decision that was already made in March 2008 after doing <br />the scoping project that City would not take lead on whitewater project in Willamette River. <br />ii. Lower Springfield Millrace <br />b. How to reach agreement among local sponsors about which option to pursue <br />L Set -up meetings with Eugene (Johnny, Kurt, Eric, Mark) and Springfield (Gottfried, Goodwin, Smith) <br />in early October to discuss options. <br />ii. Metro Waterways Executive Team meeting in early December to discuss progress and strategies. <br />iii. United Front lobbying agenda being developed right now for WRDA... projects need to be specified <br />by Wednesday, September 30. <br />
