man named Ryan Allen. <br />Mr. Richardson noted that there would be no CPC term expirations that year, but there would be five the <br />following year: the terms of Mr. Hughes, Mr. McIntire, Mr. Biggs, Ms. Morrison and Ms. Jones would <br />expire in 2011. He stated that if any of these CPC members wanted to continue to serve beyond the end of <br />their terms, they needed to fill out an application. <br />It was determined that there was a six -year term limit, and that the term end date was now July 1. <br />Mr. Richardson said that the application period was ongoing. Any person could apply to be on the CPC at <br />any time. <br />Mr. Richardson explained that the City was no longer providing minutes recording internally. Minutes <br />recording would still be available through Lane Council of Governments (LCOG) at a slightly higher rate. <br />He noted that he and Mr. Hyde were discussing the issue, and the cost would most likely be split between <br />POS and Willamalane in the future, if professional recorders continued to be hired. He noted that public <br />meetings law required minutes, and that staff people would have to take minutes if the service was not <br />purchased through LCOG. He noted that an audio recording, with an addendum outlining who voted how, <br />could be substituted for minutes. <br />Mr. Sonnichsen asked how CPC members could peruse minutes if this was done. He said that at one point, <br />a CPC member had written meeting minutes. This precluded them from being much of a participant. <br />Ms. Behm explained that she was the last minutes recorder on the CPC, but the CPC had decided to hire a <br />City minutes recorder when the stadium expansion controversy had occurred. Because the UO Athletic <br />Department had asked for CPC meeting minutes, the City had decided an objective minutes recorder was <br />needed. <br />Mr. Richardson will recommend that the City continue to hire a minutes recorder, at least for the meetings <br />held in Eugene. He noted that it was a costly service, and the costs had increased, and that Willamalane <br />will need to cover some of the minutes recording costs <br />Mr. Richardson encouraged CPC members to become familiar with the City of Eugene Advisory Groups <br />Member and Staff Manual. He noted that advisory group member emails that discussed committee busi- <br />ness were public record. <br />Mr. Hyde stated that Bob Keefer had been inclined to have Mr. Hyde or one of his staffers write the meet- <br />ing minutes rather than continuing to hire professional recorders, since it would be much more affordable. <br />Willamalane was appreciative of the fact that the City of Eugene had paid for professional minutes record- <br />ing for past meetings. <br />Mr. Richardson distributed newly - finished Ridgeline Trail maps. <br />Ms. Behm stated that three CPC members had attended the Bicycle and Pedestrian Advisory Committee <br />meeting, and Michelle Cahill had been there and had stated that there was a provision that the 12 -foot wide <br />concrete path standard was not always necessary in natural areas. <br />Mr. Richardson stated that there was a City standard, but it did not have to be applied, and there was no <br />language that applied specifically to natural areas.
