nimize the impact. In the POS budget, there were some FTE cuts. Rather than eliminating services, how- <br />ever, some were adjusted in order to continue to protect the City's natural assets. He stated that there was <br />approximately $200,000 worth of services not being provided by the POS in FY 2011 that had been in FY <br />2010. <br />Mr. Richardson stated that cuts impacted the "A in levels of services, but that no positions had been <br />specifically eliminated from care for the WNA. <br />Ms. Brand asked if the City used the strategy of not filling positions. <br />Mr. Richardson explained that it did. <br />Mr. Ruiz stated that the City tried to be strategic in this area. Some positions were left vacant, but would <br />be refilled in various departments. Overall, there had been some shrinkage in the level of services offered. <br />There was some impact, but the City was trying to minimize it. <br />Mr. Holloter stated that Mr. Ruiz had stated that the City Council would take action on the naming of the <br />Willamette River Bridge. He thought the name of "Whilamut Passage Bridge" had already been accepted <br />by the State. <br />Mr. Ruiz stated that the City Council would take action in making a recommendation to the State, which <br />had not yet taken action on the name of the bridge. <br />Ms. Morrison asked if the City had a comprehensive plan that viewed the river and the native natural areas <br />in relation to how the City was being developed. <br />rr Mr. Ruiz mentioned an example of this, noting that the City Council had recently accepted the Willamette <br />River Vision Plan, a collaboration of many partners that viewed the river in the context of the Rivers to <br />Ridges initiative which had started several years ago. In this sense, the City was starting down the road <br />Ms. Morrison had asked about. The Envision Eugene process would help, since it was examining how the <br />City wanted to grow as a community, taking into account resources such as parks and open space. He <br />noted that there was also a POS plan, and that all of the plans he mentioned would impact the WNA. <br />Mr. Biggs asked what the public input had been relating to the Willamette River Bridge renaming process. <br />Mr. Ruiz explained that a small number of people had stated that the "Whilamut" name was too confusing, <br />since it was so similar to "Willamette." <br />Ms. Behm noted that this sentiment had been shared when the WNA had been re- named. <br />Ms. Larison asked about the EWEB property, noting that she was surprised that no solar energy was being <br />included. She asked what entity in the City examined these types of items. <br />Mr. Ruiz explained that the City had employees that looked for energy savings all the time. The City <br />Council had also approved work on the Climate and Energy Action Plan (CEAP), which would be finished <br />in 2011. The intent of the plan was to discuss energy use community -wide, and the City had a plan to re- <br />duce its energy consumption by 50 percent by 2030. EWEB also did a lot of work around alternative <br />energies.
