4W A memorandum of understanding had been signed in early June appending the existing intergovernmental <br />agreement on storage in the WNA by ODOT and contractors. This agreement added 0.32 acres to the sto- <br />rage area. CPC had participated in a meeting about this decision because the storage was taking place and <br />would continue to take place on Pre's Trail. Members of the CPC had met with Mr. Wieseke and Trevor <br />Taylor from the City of Eugene. CPC members had helped edit the intergovernmental agreement, which <br />had been signed on June 2 by Johnny Medlin and on June 7 by Sonny Chickering, the ODOT project man- <br />ager. Mr. Sonnichsen was proud of CPC's participation. As a result of the storage on Pre's Trail, the <br />agreement outlined ODOT's commitment to rebuilding the entire section once the project was complete. <br />In lieu of parks coordination meetings, the CPC and other participating agencies receive a report from Mr. <br />Wieseke, the ODOT onsite manager for the bridge. The memorandum of understanding also mentioned <br />the moving of the wooden forms being moved and stored on the northern end of Pre's Trail. There was <br />nothing between the wooden forms and the surface of the trail. Later, rock and felt might be put down be- <br />tween the trail and heavier items that might be stored on the south end of Pre's Trail. <br />North Bank Activities <br />ODOT was very close to begin lowering the walls of the canoe canal north of the I -5 bridge. This would <br />necessitate closure of the path and therefore the opening of the North Walnut Path just north of the Willa- <br />mette River. The path would be redesigned and there would be a separate bark trail closer to the canoe <br />canal. The bike /ped path would be south of here. In August, ODOT would start de- paving the trail that <br />went under the Walnut Street Bridge in the Eastgate Woodlands in Springfield. De- paving might prevent <br />head -on bicycle or bicycle - pedestrian collisions. <br />Ms. Mello said she had been in the park the other day and had noticed some of the weed removal on the <br />temporary path on the landfill, which went around the staging area. She had observed three people pulling <br />weeds by hand. <br />Ms. Behm said it had been "startling" going on her bike towards the canoe canal. She could see straight <br />through now. It was nice, and more open. <br />Ms. Ferschweiler said it was safer. <br />Ms. Sonnichsen asked Mr. Shoemaker to address the CPC from the City of Eugene's perspective. He had <br />hoped CPC members had read the letter the CPC had circulated internally with points from the meeting <br />with City Manager Jon Ruiz and City Councilor Alan Zelenka in the field. He read the points: <br />CPC would like direct involvement in path redesign and <br />No continuation of concrete or any other paving <br />A. The path retain all existing meanders <br />The path width be limited to ten feet <br />There be no removal of trees preserving the shade canopy and the transition zone into West Alton <br />Baker Park <br />Highly reflective concrete not be used (because it creates glare) <br />The City sponsor an independent study of Leisure Lane to determine whether it is a safe connec- <br />tion between the path and Day Island Road for people riding higher -speed bicycles <br />Mr. Sonnichsen noted that a handout, which was distributed, titled North Bank Path – DeFazio Bridge to <br />Leisure Lane.
