7. Subcommittee Reports <br />a. University of Oregon <br />Mr. Sonnichsen read from the draft of the IGA with the University of Oregon. He pointed out that it <br />called for an annual meeting with the CPC, the parks planning staff, and University representatives and <br />this meeting had not occurred two years in a row. He recalled the motion from the last meeting, which <br />had passed 10:3, to form a subcommittee to look into the IGA specifically as it related to parking lots 8 <br />and 9. He said Mr. Peara, Mr. Biggs, Ms. Behm, and he had met prior to the meeting and discussed the <br />possibility of the return of revenue from those two lots. He asked anyone who was interested to stay after <br />the meeting to discuss this further. <br />Mr. Peara provided a presentation on the need to widen Leisure Lane. He explained that a yurt had been <br />installed and had been wired for electricity. Because of this it required a permit, which entailed a number <br />of requirements. He said one of the requirements was that the road should be wide enough for emergency <br />access, but it could be gravel and not pavement. He asked for input from the CPC as to where to widen <br />the road. He preferred to widen it on the Whilamut side in order to keep the native plants on the other <br />side. <br />Mr. Fredette asked if the tree on the east side would be removed. Mr. Peara replied that this was not <br />necessary. <br />Mr. Ernst asked if emergency access requirements were specific about this. Mr. Peara affirmed that the <br />parks planning staff had done a good job of reviewing the requirements and determining what would have <br />to happen. <br />Mr. Biggs suggested that CPC members talk to the Fire Department about this requirement. Mr. Peara <br />explained that it was not within the department's jurisdiction. <br />Mr. Biggs moved to direct Mr. Peara to submit the design with the least impact, as he saw <br />fit. Mr. McIntire provided the second. The motion passed unanimously. <br />b. Wildlife Habitat <br />Mr. Fredette said he did not have a lot to report. He noted that he had recently had a baby girl. He <br />intended to take the new firm working on the Interstate 5 project on a tour of the river area. <br />c. Outreach <br />Ms. Behm stated that the outreach at present involved talking to the BMX organizers. She asked anyone <br />who was interested in getting involved or who had input in this to let her know. <br />Mr. Sonnichsen reported that another Volkswalk had occurred, sponsored by the American Volkssport <br />Association. He said it began at the Willamalane Adult Activity Center and 179 people participated. He <br />related that they were interested in doing it again. He noted that he and Ms. Jones spoke to some of them <br />about the Kalapuya people and the history of the area. <br />d.
