The ten points identified in the letter dated April 0 are
addressed and additional clarification is provided to clarify the transportation demand
management plan.
1. Annual Review
The annual review of the Transportation Demand Management (TDM) Plan will be completed
during a heavily attended University of Oregon football game during each calendar year. Once
data collection has been compiled by LTD, the University, and the City (if the City chooses to
collect data), a meeting with all representative agencies will be convened to discuss the results of
the data collection effort and the efficiency of the plan. At this meeting, recommendations for
future enhancements to the TDM Program will be considered and planned for the following year.
2. Monitoring
a. Off-site Parking: The monitoring of off -site areas is recommended. Data collection for the
annual plan review should assess parking conditions several hours prior to the game and during
the game to determine the impacts of stadium activities. This will be part of the annual review
and reported on following summary of this data collection effort. LTD staff should collect
parking data from the off -site areas; this data can be contrasted with the bus ridership
information to arrive at vehicle occupancies by lot. This will allow for adjustments in the
program and may help improve future strategies. The park and ride data collection should occur
once the last bus has left for Autzen Stadium.
b. Response to Complaints: Both LTD and the University of Oregon will address complaints.
Near campus, the University will be responsible for compiling comments and representing these
concerns during the Annual Plan meeting outlined above. LTD should continue their outreach
with the parking lot owners to determine potential business and neighborhood impacts, seeking
to mitigate these where possible.
3.
