Alton Baker Park/Autzen Stadium <br />TDM Park Monitoring Program <br />OBJECTIVE <br />To identify, quantify, and mitigate park impacts associated with park use by Stadium patrons and <br />to promote a positive relationship between the use of Autzen Stadium for large events and the <br />provision of a high quality recreation and open space experience in West and East Alton Baker <br />Park. <br />GOALS <br />• Identify park impacts associated with park use by Autzen Stadium patrons, such as <br />damage to turf and other vegetation, creation of unofficial park trails, erosion, soil <br />compaction, and vandalism. <br />• Quantify stadium -use related park impacts to accurately assess the University's level of <br />responsibility in mitigating impacts. <br />• Develop a process for implementing mitigation strategies to address identified impacts <br />• Ensure mitigation measures are consistent with adopted City plans and policies, <br />especially the West Alton Baker Park Development Plan and the East Alton Baker Park <br />Master Plan. <br />• Provide adequate opportunity for stakeholders, including the East Alton Baker Park <br />Citizen Planning Committee (EABPCPC) to review and comment on the draft monitoring <br />plan, and periodic reviews. <br />STRATEGIES <br />• City staff will develop a draft Parks Monitoring Checklist for review and comment by the <br />EABPCPC. The Checklist will provide the guidelines as to how post -event evaluations <br />will be conducted throughout the park. <br />• In addition to a physical assessment a series of photo checkpoints will be developed. <br />• A photo -map of the monitoring area will be developed with a grid system overlay. This <br />will allow coordinates to be referenced to provide consistent record - keeping. <br />• This monitoring will be conducted by the Alton Baker Park Host. The existing Park Host <br />agreement will be amended as needed to reflect the additional monitoring responsibilities. <br />A. Baseline Evaluation <br />1. One evaluation will be conducted using the Parks Monitoring Checklist just prior <br />to each football season. This evaluation, including the photo checkpoints, will <br />provide a baseline for parks monitoring.
