13. Short -cuts from Lot 8. New trails have been created along the north edge of Lot 8. There is <br />a steep embankment along this edge which individuals climb up to short cut from the parking <br />lot to the stadium. <br />Recommendation: Create pedestrian access points from Lot 8 up to the sidewalk along Leo <br />Harris Parkway. These access points should be consistent with the future envisioned uses of Lot <br />8 as defined in the East Alton Baker Park Plan. The design of access points will be performed by <br />City Staff when deemed appropriate. This is a low priority impact. <br />ADDITIONAL IMPACTS <br />14. Park access. The draft Autzen Expansion Intergovernmental Agreement between the City of <br />Eugene and the University of Oregon requires that parking be available for park users. <br />Specifically, the University is to hold six spaces in Lot 9 for event -day use by patrons of East <br />Alton Baker Park, It was reported to City staff that a park patron was turned away from Lot <br />9 several hours prior to kickoff one Saturday. <br />Recommendation: The University of Oregon will work to ensure that access to Lot 9 for park <br />users is available on event days.
