IMPACTS TO PARK AMENITIES/ VANDALISM <br />Minimal impacts to park amenities were observed as a result of the park monitoring efforts. <br />Some minor vandalism to park benches, such as scratching and carving, was observed but at a <br />characteristic level as experienced at other park sites. However, other impacts related to park <br />amenities were observed. <br />10. Lack of restroom facilities- Lot 8 and main corridor path. Physical evidence and <br />eyewitness observation confirms that there is an insufficient quantity of restroom facilities in <br />areas surrounding the stadium including Lot 8 and along the main corridor path. <br />Recommendation: The University of Oregon will fence off the area southwest of Lot 8 with <br />temporary fencing during football season. Additional monitoring, during the 2002 football <br />season is recommended to determine whether further measures are required. As part of the <br />stadium expansion, the University of Oregon has constructed a set of new restrooms outside the <br />stadium fence, at the southern entrance. It is anticipated that these new facilities will address this <br />issue as it relates to Lot 8 and the main corridor path. Mitigation of this impact is a high <br />priority and should be in place prior to the 2002 football season. <br />11. Lack of restroom facilities- Wistec. Physical evidence and eyewitness observation <br />confirms that there is an insufficient quantity of restroom facilities in the grass parking areas <br />around Wistec. <br />Recommendation: Wistec shall provide additional temporary portable restroom facilities due to <br />the amount of tailgating that occurs in the grass parking areas around Wistec and the proximity to <br />the canoe canal. Placement will be coordinated with City of Eugene staff. The facilities will <br />only be present during football season. Mitigation of this impact is a high priority and should <br />be in place prior to the 2002 football season. <br />IMPACTS TO TRAILS <br />Additional trail related impacts were addressed under "Impacts to Vegetation ". <br />12. Tailgating along Leo Harris Parkway. Tailgating associated with charter buses which park <br />along the south side of Leo Harris Parkway makes the sidewalk impassable and increases soil <br />compaction and potential damage to street trees in the adjacent planter strip. <br />Recommendation: The University of Oregon agrees that future charter bus tailgating along Leo <br />Harris Parkway is forbidden.
