5. Grass parking areas around the Science Factory. An improvement in the amount of trash
in this area has occurred since last year. Science Factory staff are responsible for this clean-up
and typically completed it on Monday following game -day. Instances when trash was found
around the Science Factory site was when the post -game clean-up had not yet occurred,
especially at the edges of the property where some ambiguity might exist as to whose
responsibility the trash clean up was.
Recommendation: The City of Eugene will continue to work with Science Factory staff to
ensure a timely clean-up of areas under their management.
6. BMX lease area. Significant amounts of trash continue to be found in the area that is leased
to Emerald Valley BMX ( EVBMX). The youth crews which perform clean-up throughout the
park are not contracted to cover this area.
Recommendation: The City of Eugene will continue to work with EVBMX management to
ensure a timely clean-up of areas under their management.
IMPACTS TO VEGETATION
This category addresses areas where pedestrian, bicycle, and vehicle traffic has traveled off of
paved surfaces, creating compacted soil conditions and or loss of vegetation. This becomes
increasingly problematic during or immediately following wet weather when the soil is most
vulnerable to compaction. The 2002 football season was relatively dry, and resulted in less
impacts. Mitigation of these impacts is a high priority and should be in place prior to the 2003
football season.
7. Main corridor path between the Autzen footbridge over the Willamette and Autzen
stadium. Bicyclists attempting to maneuver around pedestrians and riding off the paved
surface have been observed as having the most negative impacts. During peak travel times it
is impossible to navigate a bike through the crowd, and so individuals walk their bikes and
stay on the path. At times of more dispersed crowds, bicyclists continue riding and maneuver
around people and off of the paths. Very minimal impacts were witnessed from pedestrians
walking off paved surfaces. There is a point along the main corridor where the path narrows
considerably due to a steeply sloped slough to the east and a vertical embankment and
protruding rock to the west. These natural barriers keep people to the path and minimal off
trail impacts were noted in times of high traffic.
Recommendation: Last year, the University of Oregon and City of Eugene agreed to consult
with a specialist to provide recommendations to address the main path choke point. Based on
this year's observations, the main issue is educating pedestrians and bicyclists, and
encouraging bicycle traffic to take alternate routes. Permanent signage to educate pedestrians
about the sensitive nature of the park should be installed, per the 2002 IGA. Temporary
directional signage or perhaps an attendant stationed at the north end of the Autzen footbridge
can also direct bicyclists to more appropriate routes before the game, and at the intersection of
ABP Monitoring- 2002 Season Summary Page 3
