The purpose of the meeting was <br />to discuss and hopefully agree on a methodology the Science Factory would use in <br />determining administrative and overhead costs under a Park Special Use Permit <br />which would allow parkland within Alton Baker Park to be used for event parking <br />during University of Oregon home football games. <br />Present for the Science Factory were Joyce Berman, Kim Miller and John <br />Simoni. Present for the City of Eugene were Johnny Medlin, Becky Carlson <br />and Robert Tintle. <br />Previous to the meeting Becky Carlson had provided both parties a memo <br />dated August 14, 2009 with the subject: Analysis and Recommendations — <br />Alternative Methodologies for Allocation of Indirect Costs and Parking <br />Income for the Duck Football Parking Program. That memo is attached. <br />Several items were discussed: <br />• The Science Factory (previously WISTEC) has used game day <br />parking on parkland as a revenue generation tool as a standing <br />practice that predates the transfer of Alton Baker Park from Lane <br />County to the City of Eugene. <br />• The City Council acknowledged and supported continuance of <br />this practice in their discussions regarding the expansion of Autzen <br />Stadium in 1994. <br />• Initially the park special use permits required the city share to be <br />20% of GROSS revenues but later evolved to 20% of NET revenues. <br />• Due to changes in staffing by both parties, neither documentation <br />regarding or history of rationale for the change from GROSS to NET <br />nor what would be allowable for deductions to determine NET are <br />available. <br />
