i' <br />ADMINISTRATIVE ORDER NO. 58-95-09 <br />of the <br />CITY MANAGER OF THE CITY OF EUGENE, OREGON <br />Proposed Policy and Procedures Regulating Vehicle Parking <br />Off Improved Surfaces In Parks <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Sections 2.019 and 5.040 of the Eugene Code, 1971, <br />the City Manager has authority to adopt rules necessary for enforcement of provisions of <br />the Eugene Code, 1971, including regulating the use of City parkland. <br />B. During special events, such as the Grateful Dead concert, Native American <br />Encampment, Art and the Vineyard, and Cinco de Mayo, large numbers of participants and <br />spectators are attracted that cannot be accommodated with existing surface parking areas. <br />As a result, overflow parking has been permitted in designated mowed grassy areas and <br />restricted in other, more sensitive areas. If parking off improved surfaces was eliminated, <br />some events most likely would not occur, resulting in lost revenues for the City, as well as <br />the loss of valuable cultural experiences for members of the community. <br />C. For the June 19, 1994 Grateful Dead concert staff and the concert promoters <br />developed a parking plan designed to minimize damage to City property, recover costs for <br />any damage that did occur, and generate revenue for the City for use of City property. As <br />a result of that plan, the Council requested further discussion of policy issues related to <br />allowing parking off improved surfaces in parks. <br />D. At its November 16, 1994 meeting the City Council approved Option 2 <br />presented to the Council by staff at that meeting, and directed that until changes are <br />effected to the Eugene Code, 1971 regulating parking off improved surfaces in parks, the <br />City Manager adopt such administrative rules as were necessary to allow vehicle parking <br />in designated areas off improved surfaces on parkland. <br />Now, therefore, based upon the above findings, I hereby propose to adopt the <br />following Policy and Procedures Regulating Vehicle Parking Off Improved Surfaces in <br />Parks: <br />PROPOSED POLICY AND PROCEDURES REGULATING VEHICLE PARKING <br />OFF IMPROVED SURFACES IN PARKS <br />Administrative Order - 1 <br />
