flMft ; I agree that this rule should not be enforced with respect to the already
scheduled O'Bon Festival on July 29, 1995, and notwithstanding the effective date of this
Order, the Japanese - American Association of Lane County is exempted from the
provisions thereof for the July 29, 1995 0' Bon Festival in Alton Baker Park.
Comment ment 3 : Dean Middleton of Celebrating Traditions objected to the parking
fees and suggested that the fees should be based on the income generated by the event.
Fiuding As- indicated in the findings in Administrative Order 58 -95 -05, the
Purpose of these regulations, including the parking fees, is to minimize damage to City
property, recover costs for damage that does occur, and generate revenue for use of City
property. These issues are all directly related to the number of vehicles parked, not the
income received by the promoter of the event. In addition, the revision made in response
to Comment 1 may also be applicable for the Celebrating Traditions: Native American
Arts and Cultures event sponsored by this organization.
D. In addition to the specific findings set forth above, I find that the proposed Policy
and Procedures Regulating Vehicle Parking Off Improved Surfaces in Parks are necessary in order
to ensure the continuance of special events that attract large numbers of participants and spectators
requiring parking that cannot be accommodated with existing surface parking areas, and is in
compliance with the City Council's directive.
Now, therefore, based upon the above findings, I hereby adopt the following Policy and
Procedures Regulating Vehicle Parking Off Improved Surfaces in Parks:
POLICY AND PROCEDURES REGULATING VEHICLE PARKING
OFF ff"ROVED SURFACES IN PARKS
1. pglia . This rule and the procedures set forth herein shall apply to large events
likely to require temporary (no more than three consecutive days) overflow parking of more than
200 vehicles off improved surfaces of park lands. In the event of a conflict between these
procedures and other adopted City policies or rules, including Park Rules, the procedures set forth
herein shall prevail. The policies and procedures established herein shall be administered by the
City's Parks Operation Manager.
2. ® RWicadon. A promoter of a large event likely to result in more than 200 vehicles
being parked off improved surfaces of parks shall submit an application to the Public Works
Department requesting development of a parking plan. The application shall indicate the estimated
number of vehicles and bicycles, and the area for which parking is requested.
3. Perm . Upon review of the application, the Public Works Department may issue
a permit to the promoter providing:
Administrative Order - 2
