compliance with basic rules for tailgating, WISTEC utilizes the same mechanisms used to manage vehicle <br />movements. Tailgating rules are simple: <br />• no fires of any kind (including propane grills) are allowed in the grass areas —no exceptions; <br />• motor driven electrical generators (internal combustion engines) are not allowed; <br />• picnic chairs, picnic tables or ground cloths may not be placed on the Prefontane trail or in other <br />areas designated as off - limits; <br />• glass containers are discouraged; <br />• although WISTEC provides several trash receptacles, tailgaters are responsible for removing their <br />own trash; <br />• port-a- potties are provided and are to be used; <br />• pets (generally dogs) are allowed but must be kept on a leash at all times; <br />• no overnight (early arrivals) are allowed. <br />On the days following football game tailgating, WISTEC personnel ensure that any remaining trash is <br />removed and that the grounds have been returned to an acceptable condition. Previously unidentified <br />problems or concerns are reported to WISTEC's Executive Director for appropriate action. <br />Phase 3 – Grounds Damage Mitigation Efforts <br />As they have in the past, it is expected that some areas where vehicles have parked will suffer a level of <br />remediable damage. While primary responsibility for the grounds in West Alton Baker Park rests with the <br />City, WISTEC has been an active participant in ensuring that the park grounds adjacent to our facility are <br />well maintained. The pending land lease will shift more responsibility for grounds maintenance to <br />WISTEC. In anticipation of that change WISTEC is developing a grounds mitigation plan, in conjunction <br />with professional parkland and grounds managers, to ensure that off - season (non - parking months) efforts <br />to repair and remedy any grounds damage are the most effective. We expect this plan to be ready by late <br />summer 2001. <br />Finally, WISTEC's seeks to ensure that all rules and regulations regarding the use of West Alton Baker <br />Park are complied with and that further development and implementation of the West Alton Baker Park <br />Plan- Revised is completed. <br />
