WISTEC <br />Parkland Parking Control Plan <br />For more than a decade event parking of vehicles (Duck football and Cuthbert Amphitheater events) has <br />taken place on the grounds surrounding the WISTEC facility. Today, the City and WISTEC are in the <br />final stages of concluding an agreement to transfer ownership of the building and to extend a long -term <br />ground lease to WISTEC. This will result in WISTEC assuming additional responsibility for maintaining <br />the area within the land lease boundaries including event - parking operations. <br />Primarily WISTEC's use of the land in Alton Baker Park consists of activities consistent with teaching <br />children about science and nature All of these activities are considered very low impact on parklands. In <br />past years, during the summer and fall, WISTEC (or the University of Oregon) has parked vehicles <br />(approximately 10 times a year) on the grass areas immediate surrounding the building and adjacent areas. <br />Future plans are to continue this practice. <br />WISTEC has developed a simple three -phase plan to ensure that the impacts of vehicle parking on the <br />grassy areas are minimized. Additionally, this plan is also designed to reduce the potential for any <br />negative impact on park wildlife. Implementation of this plan begins in early spring and continues <br />through the beginning of winter. <br />Phase 1 – Designated Vehicle Parking <br />Vehicle parking is a strictly controlled effort that ensures cars are driven and parked in appropriate and <br />designated locations. This is achieved by ensuring that vehicles do not traverse, and are not parked in, <br />locations that have the potential to cause irreparable damage to parklands. <br />Specifically, vehicle owners are: <br />• prevented from driving on the Prefontane trail —at all times; <br />• prevented from driving or parking within 15 feet of any of several ponds; <br />• prevented from parking within 6 feet of the west boundary tree line. <br />• prevented from parking closer than 3 feet to the sidewalk on the south side of LHP; <br />• prevented from driving over curbs or other obstacles to enter or exit parking areas; <br />• not allowed to exceed 5 mph; <br />• not allowed to keep engines running once the vehicle is parked; <br />• forbidden to honk horns to celebrate; <br />• asked to leave if their vehicle has obvious mechanical defects or damage that might cause harm to <br />grounds. <br />WISTEC uses a number of mechanisms to ensure compliance with these rules including (and foremost) <br />direct action by WISTEC personnel who are on -site during any parking operation. We use the placement <br />of traffic cones and barricades and appropriate signs to guide drivers. Immediate intervention to remedy <br />infractions when they occur is used to limit the impacts rules violations may have on the park. <br />Phase 2 – Football Game Tailgating <br />Football parking is generally accompanied by tailgating and with it comes additional concern about <br />impacts on the park. WISTEC has had good success in the past with our parking members respecting the <br />fact they are on public parkland. We anticipate that level of cooperation to continue. To ensure <br />
