April 25, 2006 <br />Dear Property Owner, <br />Over the past several years, as space in the Autzen Parking lot on home football game <br />days has grown tighter, the use of neighboring private property for parking has increased. <br />We also have seen a growth in the incidence of unlawful consumption of alcohol in <br />parking areas around the stadium. <br />Drinking alcoholic beverages in public places, such as pay- for -use parking areas, is a <br />violation of Eugene City Code 4.190, Consumption or Possession in Unlicensed Public <br />Places Prohibited This offense carries a potential fine of $500 and/or 100 days in jail. <br />The ordinance states, "consumption of alcoholic liquor or possession of an open alcoholic <br />beverage container is prohibited in a public place and on private property extended to the <br />public for use, and no person shall drink, consume alcoholic liquor, or possess an open <br />alcoholic beverage container in such a place or on such property, unless authorized by the <br />Oregon Liquor Control Commission or other provisions of this code." A copy of the <br />ordinance is enclosed. <br />Due to the increase in alcohol- related problems at and around home football games, the <br />Eugene Police Department intends to enforce this ordinance during the upcoming football <br />season. Business and property owners and managers who wish to continue collecting <br />fees for parking may do so. Property owners who wish to sell, or allow a vendor to sell <br />alcoholic beverages on their property will need to apply for a temporary license with the <br />Oregon Liquor Control Commission. <br />The Eugene Police Department and the Oregon Liquor Control Commission invite you to <br />a meeting that will explain this ordinance, its consequences, and options available to <br />persons responsible for property where people pay to park on game days. <br />Our public informational meeting will be held in the Community Room at EWEB on <br />May 31 ", 2006 at 6:00pm. <br />Sincerely, <br />Lieutenant Pete Kerns <br />Eugene Police Department <br />Patrol Division <br />
