February 3, 2010 <br /> Dave Perez, Executive Director <br /> Eugene Family YMCA <br /> 2055 Patterson Street, Eugene <br /> Eugene, OR 97401 <br /> Project: Proposal for West Eugene YMCA and Community Center <br /> Dear Dave, <br /> Thank you for asking us to assist the YMCA and City of Eugene in determining the feasibility of a <br /> combined YMCA and Community Recreation Center in West Eugene. <br /> The YMCA has been an important community service provider for many years and it is exciting to be <br /> able to play a part in your latest expansion efforts. Teaming with the City's Parks and Recreation <br /> Department in this new west Eugene location seems like a winning combination for the entire area. The <br /> goal of this study is to determine if the standard building plan that you provided for an approximately <br /> 56,000 square foot YMCA facility can fit on the existing city owned site, and what external and internal <br /> issues and impacts should be included in the future development plans. The findings would be used by <br /> the YMCA and City to determine whether to pursue the project further. <br /> Services Provided by PIVOT <br /> 1. Project Understanding <br /> a. Develop scope of work and proposal for approval by YMCA and City <br /> b. Meet with YMCA & City to refine goals, communications, and scope of work. <br /> 2. Information Gathering <br /> a. Visit site to become familiar with conditions and surroundings. <br /> b. Receive site information from YMCA and or City. Define property and establish availability for <br /> proposed use. <br /> c. Meet with YMCA and City to refine program. Determine goals for sustainability based on <br /> LEED rating system (City funded projects to be LEED Silver, minimum). <br /> d. Obtain current land use designations from City of Eugene. Identify relevant zoning and overlays <br /> if any. Review permitted uses within the designated zone. Make a "go / no — go" determination <br /> based on permitted uses. If use is not permitted outright, determine the probability of obtaining <br /> conditional use approval. <br /> e. Conduct land use code review to identify site design requirements. Verify any site review <br /> requirements. <br />
