MEDLIN Johnny R
From: PENWELL Michael J
Sent: Thursday, December 10, 2009 4:52 PM
To: MEDLIN Johnny R
Subject: RE: YMCA: draft of points to include in operating agreement
The City will ensure that the land and infrastructure is adequate for the development of this facility in regards to •
sewage lines, water, electricity, street access, adequate parking, permits,( ? ?) zoning ( ? ?), and related traffic
control costs ( ? ?). (utilities need researched)
Johnny –
I think it may be a bit problematic for the City to agree to "ensuring" everything in the above list without the building having
been designed yet. It may be better to word it along the lines of, "The City will confirm that the land and infrastructure
appear to be adequate for the development of this type of facility in regards to ...." It will still be the YMCA's
responsibility to confirm the adequacy of all these elements in the normal course of building design.
To meet our end of the deal, we could contract with someone like Rowell Brokaw Architects or Satre and Associates to
perform a preliminary analysis of the site to confirm same. The above sentence could serve as the scope of work
statement. For a contract in the $5 -10k range, we don't have to worry about a pool consultant or a selection process —
you can just contract directly with a consultant.
I'll be glad to attend the meeting to discuss this further; just let me know when it's scheduled.
mike Penwell
Facility Management Division
City of Eugene
210 Cheshire Ave.
Eugene, OR 97401
541- 682 -5547
From: MEDLIN Johnny R
Sent: Monday, December 07, 2009 4:32 PM
To: PENWELL Michael 3
Subject: FW: YMCA: draft of points to include in operating agreement
FYI ... We
still have a couple of Board Members looking over this and it has obviously not been "lawyered" (although we did throw in
1
