reiterated that the airport was planning to construct a parallel runway, but was uncertain about the <br /> date, thus the tentative nature of the term (three year maximum) and the airport's need to be able to <br /> affect termination with short notice. <br /> In accordance with the terms of the agreement, the airport notified representatives of Sports Marketing <br /> Northwest of the termination of the lease agreement on November 30, 1998. The termination notice <br /> was issued for two reasons: (1) The City's need to consider the use of the softball fields as back -up <br /> sites for games displaced by summer construction associated with downtown parks and open space, and <br /> (2) The planned relocation of Green Hill Road through the subject property in the 2000 construction <br /> season. <br /> Condition of Bond Property <br /> Since all parties, including, the previous owner, have known for many years of the short-term nature of <br /> the softball fields, investment in and maintenance of the facilities has been minimal. In February 1999, <br /> a facility evaluation of the softball fields was conducted by the Parks Maintenance Manager to assess <br /> the readiness /suitability of the site for use as a back -up facility or as a rental facility for private use <br /> (see attached report and photographs). The condition and suitability of ballfields for public use is <br /> questionable. In fact, only two /possibly three of the six fields could be used for the 1999 season. <br /> Staff evaluated the minimal level of work required to make two fields usable in developing cost <br /> estimates for operation of the fields for the 1999 season. The following estimate is preliminary and, <br /> most likely, conservative. <br /> • Initial Preparation $ 8,000 <br /> • Upkeep /Supervision - 4 mos. $ 6,000 <br /> • Trash. toilets. electrical - 4 mos. $ 2.080 <br /> • 4 Months Total Cost $16,080 <br /> This estimate does not include costs to be born by the facility operator that may be associated with <br /> operation of the concession building and supplemental insurance. In addition, the City might have <br /> additional costs for self - insurance. <br /> Cost Recovery <br /> Since the operation of a ballpark is not an airport function or service, associated usage fees would need <br /> to cover costs. Fees at other soccer fields and softball parks with minimal amenities in the City range <br /> from $12 to $25 per hour of use. Based on this range of hourly rates, the fields would need to be <br /> rented for 640 to 1,340 hours to cover costs. Communication with LRCS indicates that the demand for <br /> ballfields so far removed from the City is not enough to recover costs. In addition, KidSports, AYSO <br /> and other recreation providers have indicated that the planned field rehabilitation to be completed <br /> under the Parks and Open Space Bond will not create a need to use Bond Sports Complex as an <br /> alternate field location. <br /> Summary <br /> Expiration of the conditional use permit and the relocation of Green Hill Road would have limited <br /> future public use of the subject property to the 1999 season. The current physical condition of the <br /> softball fields is marginal and, of the six fields, only 2 -3 could be made serviceable for the 1999 <br /> season. Given the circumstances, the City does not consider it viable to offer use of the Bond fields for <br /> athletic activities during the 1999 season.
