The following information provides a summary of the history and current condition <br /> of the property, and the basis for the decision to terminate the lease. <br /> History <br /> The Bond Sports Complex consists of 35.5 acres of agricultural zoned land, and is outside the city <br /> limits and the urban growth boundary. The airport identified the need to acquire this parcel in the <br /> 1990 Eugene Airport Master Plan as the site of a new parallel runway and recommended realignment <br /> of Green Hill Road to the east side of the runway, within the Sports Complex property. The Lane <br /> County Board of Commissioners provided specific direction regarding the planned relocation of Green <br /> Hill Road at that time. In 1998, the FAA mandated resolution to safety area issues associated with the <br /> existing cross -wind runway. The follow -up analysis confirmed that realignment of Green Hill Road is <br /> the preferred alternative for resolution of the safety issues and provided the most logical development <br /> plan for the future parallel runway and associated general aviation areas. Discussions with the Airport <br /> Advisory Committee and the Master Plan Advisory Committee, initiated as part of the airport's Master <br /> Plan Update, have affirmed these plans. The realignment of Green Hill Road will occur in 2000. <br /> This property was purchased as part of the airport's land acquisition program in May, 1996, along <br /> with the various structures, batting cages, etc. At the time, a new three year lease agreement for the <br /> use /operation of the ballfields was negotiated between the City and Sports Marketing Northwest, Inc., <br /> the previous lease holder. Since the exact construction date of the planned runway project was <br /> uncertain, the contract included a provision that the airport would be able to cancel the agreement, <br /> with ninety days written notice. There was clear and unequivocal understanding about this matter. <br /> In the summer of 1997, the lessee installed a new sign without Lane County approval. This triggered <br /> a review by Lane County, who discovered that the facility was operating in violation of a number of <br /> building and land use requirements. In the early months of 1998, airport and Lane County Building <br /> officials worked with Sports Marketing Northwest to craft a short-term solution to the permit issues <br /> and to address critical facility issues. During those discussions, the lessee was informed that the <br /> county had imposed a limitation on the use of this facility (a maximum of three years) and again <br />
