No
contact with others. FYI, I will be out of the office on Friday and Monday, back Tuesday. If somebody
needs to talk to someone at the county before Tuesday, please call 011ie or Ed Chastain, Traffic Engineer.
From: JACOBSON Jerry P
To: JENNINGS Carrie A; HANEY Ed R
Cc: ETTER John F; JOHNSON Jim R; ANDERSEN Chris F; FERGUSON Joe M; LYLE Les A; REINHARD Dave
N; McNEEL Gary A; CHILDS Jan W; STINCHFIELD Tom
Subject: RE: Softball fields - 4J site
Date: Thursday, May 07, 1998 4:45PM
For your information, Kurt Yeiter and I met with Don Hanley in February to disuss annexation and land use
permit issues. He seemed to realize at that time that it wouldn't be possible to get everything in place (site
configuration, site design, annexation, rezoning /conditional use permit, etc.) by this summer. We have had
no contact from him since that time that we can recall.
From: JENNINGS Carrie A
To: HANEY Ed R
Cc: ETTER John F; JOHNSON Jim R; ANDERSEN Chris F; FERGUSON Joe M; LYLE Les A; REINHARD Dave
N; McNEEL Gary A; JACOBSON Jerry P; CHILDS Jan W; STINCHFIELD Tom
Subject: RE: Softball fields - 4J site
Date: Thursday, May 07, 1998 2:56PM
From: HAMMITT Bob
I don't know the current status of the Willamette Valley Fastpitch Foundation Softball Field proposal. It is
a complicated proposal, as School District 4J, City of Eugene, EWEB, and Wildish properties are all
involved in the development plan. The property is not yet annexed. They are attempting to figure out
property alignment to make the project fit, and then will need to apply for annexation. I understand part of
their dilemma is getting to closure on access alignment and location. This section of Coburg Road is under
County jurisdiction, so the County is also involved. When the softball representatives contacted the
county, they were told they needed to work through the City, as the road would likely be part of the
annexation proposal making it City jurisdiction. Softball representatives want desperately to get their
project underway and are becoming more assertive in dealing with the issues. I know they contacted Jim
Johnson a couple of days ago, however I don't know the result of that conversation. Jim has indicated to
me the need to designate a City staff person to coordinate the different issues with them.
Les Lyle, Dave Reinhard, Chris Andersen, John Goodson, 011ie Snowden, and I met earlier this week
regarding another subject, and I had the opportunity to bring up the issue of coordinating the softball field
proposal. 011ie agreed that Tom Stinchfield from the County would coordinate efforts with Gary McNeel
from the City to resolve the access issues.
There is an article in today's newspaper regarding School District 4J's proposal to use part of this site for a
football stadium. It is my understanding that the softball representatives have already had conversations
with District 4J about the possibility of co- locating the softball complex and football stadium, utilizing
common parking, access, and utilities.
hope this is helpful. There seems to be an extraordinary amount of issues to work through on this
proposal. I know the softball representatives are becoming increasingly frustrated because of their inability
to make more rapid progress and get decisions out of the involved parties.
Page 1
