Phase I work was primarily focused on providing support <br /> facilities for the Babe Ruth development of a four field baseball complex. Phase II will result in the <br /> development of additional park facilities, including restrooms, play area, basketball, and the skatepark. <br /> This memo is to provide a progress report, and identify issues relating to the partnership with Bambino <br /> Babe Ruth that have resulted in the need for a supplement to the original agreement. <br /> • The original agreement between the City and Bambino Babe Ruth was authored by Jim Johnson <br /> while he was LRCS Executive Manager. This established Jim as a primary link in the <br /> partnership. Members of the Babe Ruth organization often take their concerns directly to Jim, <br /> rather than working through a negotiation with the project team. <br /> • At various times throughout the construction, project team members have had difficulty reaching <br /> agreement on development issues that were not specifically spelled out in the original agreement. <br /> The lack of clarity to date has, unfortunately, begun to erode relationships among the partners. <br /> • Currently, project partners disagree regarding provision of water for irrigation. Both parties have <br /> hoped that the City would be able to obtain a well permit for water, greatly reducing the initial <br /> costs and ongoing costs of water service. Unfortunately, the preliminary indication from the <br /> State is that the well permit will be denied. Babe Ruth representatives feel that it is the City's <br /> responsibility to ensure the low -cost well water alternative, and that the higher cost associated <br /> with EWEB service should be assumed by the City. The original agreement, however, was not <br /> based upon the availability of well water, and instead assumed EWEB water service. In the draft <br /> supplemental agreement the City agrees to bear the cost of the irrigation for this season only, <br /> which the Babe Ruth folks may find unacceptable. <br /> Parks Planning 4/3/00 <br /> Bethel Community Park - I <br />
