I believe I shared most of this in the hall with you a month ago. The only <br /> people not represented in the group listed below are from Stormwater and City Planning. In a meeting <br /> prior to the one Dave mentions, several of us did meet with Stormwater folks and were giving <br /> encouragement for a storm drain system in the are that would not impact the park, school and EWEB sites. <br /> If they can settle on a solution that creates no surface impact to the site, there should be agreement on a <br /> plan. Annexation would be needed to provide the services that the restroom/ concessionaire/ <br /> maintenance /score keepers building would need; also, a conditional use permit would be needed. - -John <br /> From: REINHARD Dave N <br /> To: OBERLE Mark (EWEB) <br /> Cc: ETTER John F; NORDGAARD Charles V; FERGUSON Joe M; McNEEL Gary A; LUDEKE Gary L; LOWE <br /> Allen D; JENNINGS Rodney D <br /> Subject: FW: Discussion of street system at Coburg- County Farm area <br /> Date: Wednesday, January 07, 1998 3:36PM <br /> Priority: High <br /> Mark: I got your voice mail message asking for direction on access and related issues for the area that <br /> includes the EWEB substation parcel, east of Coburg Road and north of Kinney Loop. <br /> In late November, city staff listed above got together to discuss access, drainage, potential street layout, <br /> etc. for this entire area. The following represents a summary of the discussion and the main conclusions <br /> we came to at that meeting. After going over this, I suggest you phone or e-mail back to me, Joe or <br /> Rodney, if you would like to meet to go over this with the help of some maps and aerial photos. Thanks. <br /> - -Dave R. <br /> Conclusions from 11/26/97 meeting: <br /> 1. The 4J, EWEB and potential Park /Ballfield properties will all need access to Coburg Rd. The Wildish <br /> parcel along most of the Coburg Rd. frontage will eventually need access but we expect it to remain <br /> vacant longer than the other pieces. <br /> 2. We would like to see a future street system that would connect Coburg Rd. with Crescent Meadows <br /> and /or Game Farm Rd., but realize we may have to settle for street extensions /access into this large area <br /> rather than a street going all the way across it, depending on how the properties develop. We do not want <br /> a "straight shot" from Coburg to Game Farm, however, since this would encourage cut - through traffic <br /> between those two arterials. <br /> 3. In view of the interrelationships among the EWEB parcel, existing 4J parcel and potential western <br /> portion of 4J that may become a ballfield complex, and based on constraints including the powerline <br /> easement and drainage needs along the north boundary of the area, we think the best way to proceed is as <br /> follows: <br /> - -Short range: have "whoever goes first" provide a shared access way to Coburg Rd. at the northwest <br /> corner of the area. This would need to provide access for EWEB, 4J and the potential city ballfield parcel. <br /> We would want to see this designed and improved either as a public street with a 60' RW, or an easement <br /> or other arrangement for joint access, keeping the future options open for a public street. The <br /> configuration of the EWEB parcel might need to be altered (land swap, or sell some of it to adjacent owner <br /> if not all needed ?), in order to provide an acceptable alignment and width for this access way. <br /> - -Long range: depending on development of the remaining 4J property, we would expect the short -range <br /> street or driveway to either be terminated on that property (e.g. if developed as a school), or extended <br /> south and west as a public street (if developed residentially, or if the school wanted to have a street <br /> running through the parcel for improved access and connectivity). <br /> Page 1 <br />
