park is busy year round with well -used skateboard facility, multiple ball fields, a busy and well designed
playground and large open spaces. Recurring traffic problems include: high speed racing, circuit racing,
driving off pavement in grassy open areas.
The group has recommendations for safety improvements in the area:
1. Speed bumps along the Haviture Way, a public traffic street about % -mile long which is used
often as a race strip.
2. Marked pedestrian crosswalks.
3. Speed bumps in parking area which is currently used to complete a race - circuit that includes
Haviture Way, Avalon Street, Legacy Street to form a very dangerous oval.
4. Barriers, perhaps large boulder (as are currently being used) to prevent easy access to grassy
open areas.
5. Designated school zone signage
6. Designated playground signage
General park improvements and auestion`
The group recommends looking into the use of video cameras and video surveillance signage
around play structures, parking areas and buildings (as is common in other public spaces and private
business areas).
The group has asked for follow through on initial suggestions of jogging trail(s) around or
throughout the park (as are being used in other parks throughout Eugene).
Follow through on initial suggestion for a dog park in part of the existing open grassy space on
the south end of the park.
At what point are we in the process of a potential YM ation in the area?
Order of importance for action:
1. Speed bumps and traffic calming on Haviture Way
2. Traffic calming in the designated parking areas in the park
3. Brush clearing
4. Lighting maintenance and addition
5. School zone /playground signage and crosswalks
6. Dog park possibility
7. Jogging path possibility
General comments
The group of neighbors who met also represented the views of other residents of the area who
have provided input on the issues.
We believe that the City has done a great job of designing, building and maintaining the park.
City crews are regularly on site to clean up, landscape and abate graffiti. We believe that the park is one
of the better parks in the entire metropolitan area and is a source of pride to the residents of Bethel.
2
