It is our hope to get some construction accomplished during the coming construction season.
Given the General Fund constraints on park operations, we expect to limit any improvements to
grading, paved path construction, and some playground apparatus. Turf, landscape plantings and
irrigation to support plantings will be considered during the design, but not constructed until
ongoing maintenance funding is secured.
FUNDING FOR THE SECOND PARK
We were unsuccessful in purchasing a second park with the funds from the sale of the 3.44 acres
of the original Gilham Park. We contacted five land owners about property but response from
owners was cool to cold. The most likely site is owned by Tom Wester, a developer in the area.
It involves land between two proposed streets that run west of Gilham Road and will cross
Gilham Creek to connect with a street in the Riverpointe Subdivision. A park in that location
would be along the Gilham Creek corridor, which is listed in the draft of the Parks, Open Spaces
and Natural Areas Study as a possible area to be preserved by easement or outright purchase.
This acquisition project has been placed on indefinite hold due to the BM 47 efforts to maximize
General Funds available to be carried forward into the new budget year. The above - mentioned
capital budget funds identified for the acquisition of the new park were part of the Building and
Facilities Capital monies presented to the Council in late January as projects which could be
deferred. Until those funds can be restored or another source identified, no further action on this
land acquisition project is being contemplated.
cc: Chris Andersen
Bob Hammitt
Johnny Medlin
