GILHAM.ECC Page 1 <br /> FOR COUNCIL NEWSLETTER 11/5/93 <br /> GILHAM PARK SITE RELOCATION <br /> The Willakenzie Plan suggests moving the undeveloped Gilham Park from 4:ts:current <br /> location on Gilham Road to a location east of Gilham School. Park planning criteria <br /> supports this change since it would locate the neighborhood park away from streets with <br /> high volumes and traffic speeds, would be more central to the neighborhood it serves, <br /> and increases the street frontage to maximize visual and physical access. An <br /> additional benefit to the new site is it's relationship with the development now <br /> occurring at Gilham School. <br /> Discussions for this change have involved School District 4 -J, EWEB, city staff, and <br /> abutting land owner /developer. An additional land trade between EWEB and 4 -J is a <br /> component of this mutually beneficial plan. A City Attorney opinion states this <br /> proposed exchange is allowable with specific approve of City Council. All parties are <br /> now in agreement on a scenario for park location and street alignment. Differences in <br /> value of the sites would be settled in cash, with such cash dedicated toward acquiring <br /> a second site in an area targeted in the Eugene Parks and Recreation Plan. <br /> Staff have met with local citizens on this proposal on two occasions. First with <br /> parents of children at Gilham School to review the proposals effect on the school, <br /> pedestrian access, and safety /security issues. That group was supportive. Second, at <br /> Novembers' meeting of the Cal Young Neighbors. After an educational discussion and <br /> follow up conversations, the small group present also became supportive of the <br /> proposal. <br /> There are no adjacent residential uses to the proposed new Gilham Park site. Pending <br /> neighborhood input, an evaluation of the light use and need for movement of the <br /> unfenced dog off -leash area within the current site will be incorporated into this <br /> process.
