June 13, 1996 <br /> Carolyn Partridge <br /> Eugene, OR 9740 <br /> Dear Carolyn: <br /> I read your recent article regarding Friendly Park, published in the Friendly Neighborhood <br /> Newsletter. I am writing this letter as a follow up to our phone conversation in order to provide <br /> you information for the June 19th neighborhood meeting. <br /> We are aware of the drainage issues in Friendly Park, and have taken several corrective steps. <br /> Our Engineering Division provided assistance and consultation in determining the source of the <br /> problem and in the design for corrective actions. As a result, last summer a capital stormwater <br /> rehabilitation project was completed to correct overflow problems at 27th Avenue and Madison <br /> Street, which likely contributed to the drainage problem. This project was the first phase and <br /> improved the park drainage problem; however, did not correct it. <br /> We plan to take the second step this summer which will consist of installing a storm drain within <br /> the unimproved public alleyway along the east side of the park. The storm drain will be designed <br /> in a manner to collect seepage and run -off. We believe much of the drainage problem comes <br /> from natural seepage in this area. Hopefully this will correct the problem. We anticipate this <br /> project will be completed by October 1, 1996. If this storm drain does not completely resolve the <br /> problem, lateral drains can be added to correct any remaining wetness. We will add those drains <br /> after monitoring the effectiveness of the storm drain to be installed this summer. Phasing the <br /> work and using storm sewer project dollars makes funding this project possible. <br /> You also identify a new play structure as a high priority. We appreciate your fund raising efforts <br /> to help finance the play structure. I am sure you realize that $2,300 dollars will not purchase a <br />
