EUGENE Public Works
Maintenance
City of Eugene
June 13, 1996 1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 687 -5220
Carolyn Partridge.
2488 Madison Street
Eugene, OR 97405
Dear Carolyn:
I read your recent article regarding Friendly Park, published in the Friendly Neighborhood Newsletter. I
am writing this letter as a follow up to our phone conversation in order to provide you information for the
June 19th neighborhood meeting.
We are aware of the drainage issues in Friendly Park, and have taken several corrective steps. Our
Engineering Division provided assistance and consultation an effort to determine the source of the problem
and in the design for corrective actions. As a result, last summer a capital stormwater rehabilitation project
was completed to correct overflow problems at 27th Avenue and Madison Street, which likely contributed
to the drainage problem. This project was the first phase, but has not resulted in total elimination of the
park drainage problem.
We plan to take the second step this summer which will consist of installing a storm drain within the
unimproved public alleyway along the east side of the park. The storm drain will be designed in a manner
to collect seepage and run -off. We believe much of the drainage problem comes from natural seepage in
this area. Hopefully this will correct the problem. We anticipate this project will be completed by October
1, 1996. If this storm drain does not resolve the problem, lateral drains can be added to correct remaining
wet areas. We will add those drains after monitoring the effectiveness of the storm drain to be installed this
summer. Phasing the work and using storm sewer project dollars makes funding possible.
You also identify a new play structure as a high priority. We appreciate your fund raising efforts to help
finance the play structure. I am sure you realize that $2,300 dollars will not purchase a play structure of any
significance. The City does not have funds specifically budgeted to supplement your fund raising efforts.
However, we are willing to reprioritize existing resources to match whatever funds the neighborhood is
able to raise, up to $5,000, to help make this project happen. If your desire is not to do additional fund
raising, we will match the $2,300 to provide a total of $4,600 for the project.
I would recommend that you discuss possible options with John Etter, the City's Parks Planner. He can
provide cost estimates for different types of play equipment and structures so you know what is possible to
purchase with the existing money and how much money would need to be raised for any desired amenities.
I hope this information is helpful. If you have additional questions, please feel free to contact me or John
Etter at 687 -5220.
Sincerely,
7 94 4144
Bob Hammitt
Maintenance Director
cc: Tim Laue, City Councilor
John Etter, Parks Planner
Dick Morgan, Park Operations Manager
Natalie Shifrin- Whitson, 2682 Madison, Eugene, OR 97405
