The City does not have the resources to purchase the land at
this time, but is willing to explore alternative options with the County.
Road Fund'Purchase?
Although it is not clear from property records, it appears the County purchased
the 7 -acre parcel for road construction purposes. Further
research may determine more specific reasons. for the original intent. The
4 -acre parcel acquired by foreclosure in July, 1967.
The County's two parcels could be sold for face value to the City or Citizen
group to be managed in any way consistent with the Metro Plan. However, if the
County donated Road Fund purchased property, then the County would have to
determine if the use of the land was consistent with Road Fund requirements.
The County does have the option of trading the Road Fund.puchased parcels for
road right -of -way or other land needed for Road Fund purposes or'seeking out
other viable alternatives.
The 4 -acre parcel was acquired via foreclosure and therefore-would not have
been purchased with Road Fund moneys. Transferring this.parcel.to the City of
Eugene would not 'present the same problem of a Road Fund purchased parcel. This
property could be transferred to the City without compensation.
Pa rks Recommendation
The Parks'Division is supportive of seeing the Delta Pond /Debrick Slough areas
preserved as park land. Current state and federal wetland regulations; new
federal stormwater quality regulations, diminishing natural resources and the
growth in Lane County set the scene for water quality, and available
recreational /natural resource land to become increasingly significant issues.
The Parks Division does not currently have the staff to administer a study of
the area or co- manage the area with another jurisdiction.
The Parks Division recommends transferring ownership of the 4 -acre parcel'to
the City of Eugene-and recommends further research into the 7 -acre parcel to.
determine which County. fund purchased the property and for what.purpose. If
Road Fund strings are attached to the 7 -acre parcel, creative solutions for
transfer could be explored by County and City of Eugene staff.
NOTE: Special thanks to Jackie Mikalonis and staff from the Public Works Real
Estate section who assisted with preparing this memo and reoearching ownership
in the Delta Ponds area.
