DELTAP92 <br />Trimester Session Follow -Up <br />Memo Format <br />Item: Delta Ponds acquisition. <br />OC-7 q,-') Page 1 <br />Council Direction from Trimester: Prepare a work plan to acquire Delta Ponds from <br />Lane County. <br />Summary of Staff Response: Independent of the Council Goals, Lane County Executive, <br />Bill Van Vactor sent the City Manager a letter offering to discuss transfer of a <br />portion of the Delta Ponds property to the City. In addition, both the City and the <br />County have received a petition with 33 signatures from citizens representing such <br />groups as Friends of Delta Ponds, FRESH and the Native Plant Society. <br />The transfer of County property south of Goodpasture /Delta Highway interchange can be <br />negotiated over the next twelve months. A portion of the two lots south of Goodpasture <br />can be transferred immediately. Over the next year, Lane County will delineate what <br />portion of the existing property needs to be retained as right -of -way for <br />Goodpasture /Delta Highway interchange. When that is complete, the remainder of the <br />property south of Goodpasture can be transferred. Until ODOT has resolved project <br />issues for the Beltline /Delta interchange improvements, Lane County is unable to <br />proceed with any discussion of the portions of Delta Ponds in those immediate areas. A <br />response to the Lane County offer has been sent (see attached) that indicates the <br />City's interest in proceeding with a transfer of those portions of Delta Ponds not <br />involved in future road projects. If the acquisitions of property cannot be made <br />without expenditure of capital funds, a proposal will be submitted to the Council for <br />consideration. <br />Possible Alternatives: None <br />Staff Recommendation: Proceed with the transfer of portions of Delta Ponds. <br />Budget /resource impact: Forty hours staff time over the next year is estimated to be <br />required to make the transfer of those portions of Delta Ponds south of Goodpasture <br />Drive. A master plan for the future development of this resource as an open <br />space /natural resource amenity is needed. Development of the master plan could begin <br />when disposition of the remainder of the Delta Ponds north of Goodpasture has been <br />decided in FY -97. <br />Background /rationale: None. <br />
